The above declaration shall be recorded publicly by the Minister. Signed (Signature) (Signed) (Signed). 4. The above mentioned declaration form shall be verified by the State Government Officer responsible for obtaining the form. (R.Omnibus Rules, 1951, section 38). 5. The Minister shall collect the above mentioned declarations and other information from the applicant and keep the same confidential. (R.Omnibus Rules, 1951, section 46). 6. Any person who has been refused admission in Government Educational Institutions on the ground that he has not satisfied the condition stated to be complied with by him, and who feels aggrieved by this decision, may appeal to the President only, by sending and returning a copy of such appeal to the District Officer in whose area the college is located. Such appeal shall be on a copy of the relevant papers that had been furnished to him by the Government of India during the period of his application to the said State Government Officer for obtaining admission. Such appeal shall be in writing and shall contain a statement of reasons for the same. (R.Omnibus Rules, 1951, section 46.) 7. After receiving such appeal, the President shall send to the District Officer in whose area the college is located a second copy of all the documents supplied to the applicant by the State Government Officer. The District Officer shall also send to the applicant a second copy of the documents so supplied. Such papers, having been furnished by the State Government officer, shall not be divulged to anyone in such a manner, after being furnished to such officer by the applicant, as to render the State Government officer liable to prosecution by the Supreme Court, for furnishing such documents to the applicant. (R.Omnibus Rules, 1951, section 46). 8. An application for admission to the Government Educational Institutions shall be accepted within the time prescribed by the Supreme Court or any High Court for the review of an assessment, in order that an assessment may not be made in accordance with a revised rate. (R.Omnibus Rules, 1950, section 39). 9. Any person who does not get admission as a student in any college of the University can apply to the University for the same by submitting to the said University the application form for admission. Such application shall be approved by the Director of Administration, Government of India. (R.Omnibus Rules, 1950, section 40). 10. Students of any of the following Universities may not graduate in the same year :- (
